Bill C-59 (42-1)

Titled "An Act respecting national security matters," this bill was marketed as reforming and adding oversight to intelligence agencies. While it did create review bodies, it simultaneously expanded information-sharing powers between agencies, broadened the scope of threat disruption activities, and gave CSIS new authorities. The oversight provisions were weaker than what security experts recommended.
